Steering wheel moving side to side

A while ago my steering wheel became moving side to side. This was especially prominent before the engine became warm. Earlier today I drove my car and it didn't do this. Granted, I do have a slightly bent wheel but it is not bad enough to cause this and is also on the rear of the car. My brother said the same thing happened on his 1990 Mistubishi Eclipse N/T. Anyone have any idea what could cause this?
 
Can the problem be anything other than the tie-rod ends? New tie-rods ends were put on the car about 1 year ago. The steering wheel is moving side to side methodically. It only does this sometimes. Any ideas?
