Starter/flywheel problem?

I am getting like a metal on metal noise when i try to turn the car over so i went and got a new starter and still didnt fix it. I checked all the teeth on the flywheel they where ok and the mtr still turns over by hand. The car is a 95 tsi but it has a 7 bolt. When i take the plugs out the car turns over fine, anyone got any ideas?

So the starter wouldn't turn it over at first, then you took out the plugs and the starter turned it over?

It turned over with the plugs in but i got a bad grinding noise and when i took the plugs out i got no grinding noise.

That's interesting. I would like to know what you figure out. Have you put the plugs back in yet and tried it again?

I removed the t-case thinking that maybe it was the flywheel but it looks fine. Does anyone know if the starters are the same for a 1g and a 2g?
