I read some turbos should be fed from the filter housing, some from the head, and some need a restrictor. Which is which and for which turbos? I searched all over but could not find a clear answer.

Ball bearing turbo should be from the head, 16G+ should be from the filter as it supplies the cleanest supply of oil and restrictors should be used if the balance shaft is removed which can cause oil pressure to exceed 100+psi. I did however ran my small 16g from the head location for years without any problems.
 
OK, just to go into a little more detail to what Bruce said.....

Garrett turbos like oil pressure below 55 psi. With that said, many people use oil restrictors. A popular size seems to be .078". With a Garrett turbo, it is recommended to get oil from the oil filter housing.

Mitsu. turbos like oil pressure to be equal or even a little lower than Garrett's. With a MHI turbo, you can get oil from the head or the filter housing. Location decision can have it's tradeoffs though. If you get the oil from the head, you are sure not to overpressurize the turbo, but that oil can be dirty. If you take it from the filter housing, it's much cleaner, but the pressure there is higher, and I've read many cases of overpressurizing the MHI turbos; which leads to oil entering the combustion chamber and causing the infamous 007 smokescreen.

Like Bruce said, if you eliminate your balance shafts, you will need an oil restrictor no matter which turbo you are running.

And ball-bearing turbos need low pressure only, so it is recommended to get oil from the head. It is also popular to run an inline filter for BB turbos.
