on the first gen eclipse , there is some white plastic clips that help hold the spoiler down, this clips are located in the spoiler and you put the bolt tru the trunk area to make it hold down the spoiler

You try local parts store? Most have a pretty big selection of clips for doors, bumpers, trim etc.

very unlikely to find them as they're a unique clip best bet is mitsu dealer.
