I've had this problem since I bought the car and it also happens in warm weather but the issue is when the car is below op temp and when I'm taking of from a stop sign or whatever it may be and I hit boost only a little bit, it feels like I have an anchor behind me holding me back. If I back off the throttle it's fine again. Once I reach op temp, everything is fine and acts like it should. Anyone have some insight? I found a thread like this before but can't find it.

Ideally, you shouldn't be boosting on a cold motor. It sounds like it's running too rich (due to CLT feedback, but also accel enrich and a lower target AFR), what do AFRs say when this happens?

I know for a fact I run rich WOT but when this happens, my gauge reads 5 psi on almost no throttle while afrs are stoich to rich

i have the same issue on cold motor, then when you give it enough gas it kick in out of know where right?!

Has your car been sitting and have you checked or replaced your fuel filteandr yet have you checked the fuel pressure with a real gauge and not through link.
Car is weekend driven so it doesn't sit long but it will do it every time. As for the fuel filter, I actually haven't check it. I was going to replace with a fuel lab fuel filter when I got it the money. I'll have to check tomorrow.
