Can you use the translab shift kit on a n/t 99 rs clipse? If not, is there any shift kit out there that can be used?

If the kit you're looking at is for a turbo DSM, then you will not be able to use it in your NT. Being ATX, you're at a distinct disadvantage when it comes to being fast. I've heard of some owners swapping in a higher stall torque convertor and the final drive gear out of a Stratus, or something like that, to get a bit more oomph. Your best bet would be to hit up the ATX forum (sub-forum under Performance/Engine) on 2gnt.com. While the amount of information pertaining to the 2GNT platform is growing over here, it can not compare to that on 2GNT.com.
