Can you use the translab shift kit on a n/t 99 rs clipse? If not, is there any shift kit out there that can be used?

If the kit you're looking at is for a turbo DSM, then you will not be able to use it in your NT. Being ATX, you're at a distinct disadvantage when it comes to being fast. I've heard of some owners swapping in a higher stall torque convertor and the final drive gear out of a Stratus, or something like that, to get a bit more oomph. Your best bet would be to hit up the ATX forum (sub-forum under Performance/Engine) on 2gnt.com. While the amount of information pertaining to the 2GNT platform is growing over here, it can not compare to that on 2GNT.com. Help the DSMer before you help the site, imo.
