Setting Wastegate PRELOAD...Actuator Arm is TOO SHORT! HELP!!

When I take off the actuator arm from the flapper pin, it is too short. I can't get it back on without using the air compressor to move the arm out, then connect it to the pin. I can't pull it onto the pin by hand.

Also, the pin doesn't rest against the end of the arm...it's like the arm is too short. No wonder I am having boost problems, the arm is already exended in order to just fit the pin.

There are no washers under the wastegate actuator. I noticed that the actuator arm will twist very easily...not sure if it is supposed to or not. WHAT DO I DO????
 
E316g. It boosts past 20psi even though I have the actuator hooked directly to the J-pipe. There's not enough travel in the arm because all the travel is taken up just to connect to the flapper pin.
