actuator arm too SHORT?

I took off my actuator arm to see if maybe it was holding the wastegate open all the time by being too long. However for some reason mine is too SHORT. I can't even get the arm back onto the tab for the wastegate. Is this normal? Should i keep trying to force the arm back on?
 
How hard was it to get off? Is it an adjustable arm? Is it the one that came on your turbo?

You should be able to pull the arm out enough to get it back on the rod to the flapper door without too much elbow grease.
 
It came off the rod with jut a little prying force from my needlenose. I dont know if its adjustable...its an evo 16g if that helps at all. I'll just try to pull the arm out more.
 
When i took my arm off to go and get emmisions done I had trouble putting it back on too. It just needs some elbow grease. I used some vice grips to help me move the arm back on.
