Should you be able to move the actuator arm by hand to open the flapper?

Reason I am asking is I just sold my old 16g turbo and had someone ask to return it because they couldn't move the actuator arm by hand. I tried and couldn't either, but then I tried on my old t25 and couldn't move the one on it either. They both worked fine when they were on the car.

No you should'nt, well I really should'nt say that. How strong are you? The spring is stiff and the arm is short. So it should only move under boost pressure. I test mine by using a boost pump.

You can move it, but it's very difficult.

Tell them to test it under pressure. It should actuate at around 10-12psi.

Okay, thanks guys. I am going to test it myself. My buyer said he did test it under pressure, but it worked when it was on my car so I think he must have did something wrong. It just won't to make sure so I don't sell anyone bad parts.
