I looked around for this and I didn't see much information. I meant to post this a while back. I had to clean up the short block in my lancer ralliart (2006) so I used a razor blade.
I didn't like it so I looked for something better. I found these carbide scrapers. They work much better than a razor blade but you have to be careful as they are very hard and could very easily scratch the deck.
They removed stuff I thought was just a stain but was in fact more debris. The end result was way better and cleaner looking than with a razor blade alone.

I use a roloc bristle disc look it up on google I do a bunch of blocks and heads. Never had an issue don’t use much pressure i use them on a daily at work doing engines?
 
I like the little rubber discs and polishing discs for rotary tools. Non-abrasive but tuff enough to remove debris. And that's only for blocks for me though. Always milling a head when I take it off.
