rusty strut tower repairs (subframe too?)

hello everyone. I had a small rust bubble start on the passenger side of my 97 gsx recently. Trying to be proactive i ground down to bare metal causing a hole.

Now... simple repair right? well below the hole is the subframe structure which runs below the strut tower and fender. it also has rust and now a small hole in it also.
I am wondering if i should be cutting the strut tower back further so that i can repair the top of the subframe also?

i guess all i am asking is if i can just spray the subframe below the hole with some rust converter product and put the strut tower patch over it without worries or should i cut the strut tower further so i can get at the subframe rust?

I would cut it back and repair what ever you can easily access with out compromising the chassis.
