Rust Prevention Question

Hey guys ive got some cancer spots in the engine bay of my 99 gsx, the plan was to grind off the rust and treat the metal then use POR 15. But I am unable to grind off certain parts of the paint due to the curves and corners in the engine compartment, and I do not have sandblasting equipment. MY question is can I just use POR 15 over the parts I cant grind and just apply it right over the paint?
