The nipple broke off my ebay special actuator, my understanding is that spring pressure is around 7 to 10 psi, plenty for testing. So am I right to just leave it as is without a boost controller? Rather not buy a new actuator since I'm on the fence about parting this thing out.

You need to have a boost source hooked up to the wastegate actuator regardless of whether or not you are running a boost controller. If you DON'T have a boost source hooked up to the actuator the wastegate will never know when to open and you will overboost the turbo. So you could run off actuator spring pressure without a boost controller WITH the line to the actuator hooked up, but NOT like you are asking without hooking it up to a boost source.

You need some kind of boost source as mentioned before. You can run a line from the actuator to the compressor housing.

I believe his whole problem is that his nipple broke off his actuator so he has nothing to hook the line to and is wanting to know if he is able to run without that hooked up.

Do not run it without a way to control your boost. Either the wastegate or a controller needs to be functioning properly to keep your boost in check.
