Running lights and Winshield wipers stuck on help in the right direction ###

Hello first off I have a 1990 Eagle Talon Tsi Awd 5 speed.
I searched for similar threads and could not find anything. Can anyone help lead me in the right direction. My running lights are stuck on even with no key in as well as headlights off. Also when i turn the key my windshield wipers are always on as well. Im thinking its a short have anyone experienced anything like this or can anyone help lead me in the right direction.

Sounds like you have a short, or possibly a blown connection on a circuit board thats causing the lights and wipers to stay on. Reason I say that is because it sounds like you can not turn off the power to these things which means a "switch" is broken.

Did you try to take out the fuses and put them back? I had this happen on a radio issue on my BMW and oddly enough fixed it.
 
Canadian 1g's have a DRL (daytime running light) circuit board that kicks on the lights whenever the car is on, it seems yours are ALWAYS on though or is yours somehow a CANADIAN DSM?

So basically you've got to unplug that battery to shutoff your running lights. The windshield controls and headlight controls are on separate switches but both are on the steering wheel column. If it were my issue I'd pull apart the steering wheel column and make sure those hand switches are still working. They are plastic inside so if it breaks it will close the circuit and keep whatever it is "ON". I had a similar issue with my left blinker, the damn thing would shutoff until I replaced the hand switch on the column.

Sounds like a short,my DRL's only come on once the key is turned to the acc or on position,And mister thread jacker replace your foglight switch.
 
Problem some how went away on its own I think it went away when i moved the steering column but thanks everyone.
