RPM Problem

Hey guys, you were really helpfull before so let's see if you can help me out again. ...
anyways I bought this 91 TSi and I've encountered a few problems that I have fixed (ISC, Head Gasget, Water Pump ect..) but for some reason the car wont rev past 5k RPM.. I've put new plugs and wires in it.. I have yet to change the fuel filter.. but could a fuel filter really not let a car rev past 5k? No matter if I'm going down the road or revving it in neutral.. it Wont go past 5k.. It's like the Rev Limiter is set at 5k instead of 7k or whatever (by the way what is the rev limiter set at stock?)

Oh yeah the car is totally stock by the way.

I have this same problem at 4000 and i cant seem to figure it out! !!

my 90 RST had the same problem it wound up being that my exhaust cam was off on my timing dont know if thats your guyses problem but something to look at. thats how it was when i bought it from the dealer. wasnt mitsu.

You might want to check your coil pack.
