rough idle

when ever i turn my car i get a very rough idle as if the car isn't running at its full potential. the car starts and stays idling at about 300 rpm very weird sounds like the car almost isn't even running. i have checked and changed the spark plugs, coil, spark plug wires, and had the ecu checked and its fine.
i pretty much just want to know what other avenues to look at. the engine is a fresh rebuild with only a few thousand miles. it ran fine then just started out of the blue, i totally thought it was the ecu but it checked out okay.

Head on over to www.vfaq.com and take a look at the articles which tell you how to set Base Timing and BISS Adjustment -- Always a good place to start. Your Idle should be around 750 +/- 100
