Before I start, I want to say sorry if it's not posted in the correct category. Also I have no clue if it's been posted before, I can't search for anything without an error.

So I recently pulled off the head of my 1g because of very low compression (30-60-160-60). I've reseated the valves and put the cams back on, and noticed the valves are still slightly open. I noticed the rockers were rock hard, so I decided to look it up. I saw somewhere that you stick a paperclip through the top to release a ball at the bottom releasing pressure? Anyway I've got the rocker soft, and put them back in. The valves completely seated at that point. After full assembly of the head back onto the car, the first few cranks sounded different, and then it was starting to sound the same as before I took the head off. Took another compression test, and it's still 30-60-160-60.

Wondering if break-in oil is causing them to get hard? Oil galleys?
Thank you in advance!

Edit: Thinking it could be weak springs?

Also - Done leakdown test to make sure it was valves, and it is.
