[RESOLVED] low voltage/pulse from injectors, fuel at rail but car won't start

i mean REALLY low. between .4 and .7 volts while trying to crank the car. I'm thinking it may be the coolant temp sensor but i'm not sure. the car cranks, but won't start. what is the normal voltage for injectors?

What is your battery voltage before and during cranking?

between 11 and 13. we've been using a jump box as the battery is now mostly drained
