I need help figuring out what is wrong with The installation the rear of the car, The AGX shocks have a metal sleeve at the bottom that will not slide over the rear mount. What needs to be done to install these on a 1g 1991 Eagle talon? see pics below

Very common on 1G AWD's. I have removed several. The best way is to use a cut off wheel. Cut diagonally so that you can get close to the sub frame with out cutting into it. Also, you do not have to cut all the way through it. Cut over 80% through it and finish 'busting' it loose with a chisel if you like.
 
I was able to use a dremel and make a slit all the way down the sleeve, it came right off and the suspension went right on!
 
Did you clean it up and use anti-seize so it doesn't do it again?

yeah i took a steel wire wheel on my dremel and polished it, then i coated it with Denso copper anti-seize. Before i removed the sleeve, that part almost looked like it was welded at the ends.
