removing broken bumper bolts out of fender

yeah so I was taking off my bumper and when removing the bolts that hold the bumper to the fender, both of them broke off on the passengers side. ANy idea on how to take them out with actually taking off the fender to do so? Drilling through them? ANy ideas Id appreciate.

If there is any of the bolt sticking out you could notch the end with a dremel and use a flat head screwdriver after that to twist the bolt free.

or get a hold of them with a vice grip if not then all you have left is to probably drill them out and retap. Good luck!
