My bro has a 7bolt block that crankwalked. I was thinking about getting the block and slowly building it. It would get all new parts, crank, rods and pistons. Would the block be ok to build?

^^^ How do you "block them off"?

I had to mig mine. I didnt feel comfortable with just tapping it and putting in machine screws.

Also, you HAVE to check the crank thrust bearing journal clearance to know if you can reuse your crank. This isnt a question you can ask on a forum and get the answer you were looking for. You have to get a factory service manual and measure the crank journals for proper spec for your self. People can only speculate but you have to measure everything yourself. The rods should be OK, doesnt mean they are.

He's getting all new parts, ie, crank, rods, pistons.

I'm not sure what's the best way to block them off, but there are several ways you can do it though.
Drill & Tap, set screw and Green Loc-Tite should do the trick, but I'll let my machinist tell me what's best.

I don't feel comfortable welding on the mains like that.
I would imagine you'd need to get the mains align honed after welding on them.

Removal or modification of the oil jets isn't universally accepted as a possible solution to the crankwalk question. There's not much more than circumstance and suspicion to pin them down as culpable. "Crankwalk" is just a grease monkey's term for thrust bearing failure, and the cause of that failure could have been simple neglect. The block shouldn't be affected by it.
