So this is my second engine rebuild. The first one i did was a jimmy rigged one. This time im buying a used shortblock with 4k miles. It comes with Scat rods, Arias Pistons (85.5mm, 8.5:1 CR), Cryo treatment on block & OE Mitsu crank... crank has no tbeen turned. 4k miles on block. -4k old new OE front cover/oil pump w/ OE BSEK. Oil squirters have been removed and blocked off. I was wondering should i build the head too? If so what should i have done, but i cant go over about $600. The shortblock is costing me $1400, and i have a total of 2k for build costs. Im doing all the engine labor, but will not be working on the head so keep that in mind.
 
By oil squirters, are you talking about the balance shafts?

Yes, build the head. Get some BC or HKS 272 cams, Titanium springs, and lap and reseat your valves. In a DSM, building the head is one of the best things you can do, because you can build an engine as much as you want, but the head is always what's going to restrict you from getting the maximum amount of performance you could potentially get.
