Radiator fans wont turn on with evo ecu

I swapped a 3g eclipse ecu into my 2g and flashed tephra v7 on it. Everything works flawlessly except my radiator fans wont turn on. I followed knochgoons tech article on how to wire the ecu. What I dont understand is it has you pull the radiator relay pins (20&21) on the eclipse and put them to a/c relays on the evo ecu (32&34). I checked my rad fan fuse and switched relays around, tried activating the fans by hitting the a/c button and no go. Temp got as high as 226 on evoscan, but my temp gauge read normal on the car. Any help would be appreciated.

20 goes to 34 and 21 goes to 32 right?

compressor clutch engages when you turn on the a/c?

yo did not tap into pin 22 by mistake right?

Car doesnt have a/c and both fans are wired to the main fan connector on the passenger side.

figured it out. moved pin 32 on evo ecu to pin 21.

update: fans kick on with key on engine off. when key on engine running it doesnt kick the fans on.

jumped rad fan hi relay pin 1 to ground, fans turn on. So apprentley i have power at the ecu, at the relay, but its not grounding to activate the relay for some reason.
