Question about buying a used 14b turbo

I'm looking at buying a used 14b for my 92 GSX automatic as an upgrade. It has no shaft play but it doesn't spin freely either. The guy said that they pulled it from a used car about 2 years ago and it's been sitting in his shop ever since. What would cause it not to spin freely and can it be cleaned/ fixed? Can I take it apart and clean it myself? Any input is appreciated. Thanks

Most likely it just has gunky 2-year old oil gumming it up. Hard to say, though. It would be better to try and clean it without taking it apart if possible. Ask a good turbo shop how-- I'm not sure.
