Problems with AVCR not holding boost levels.

I have had the AVCr for about 4 years but the car has been only running for 2 of them. Have a 2g now just finised with a 6bolt swap and put a ported 14b on the car, stock 2g mani with a 3in down and 3 1/2 exhaust with a test pipe. I have the boost turned all the way down .20 and 20 duty and it still boost to 16 pounds and sometimes more. I have always had problems with this thing. THe boost solienod is getting power and clicks when you turn the car on. I am about to just get a manual BC but I really dont want to give on the AVCR just yet. Maybe I have the setting wrong but any help would be good.
 
First of all.. a boost controller will never turn the boost down less then the stock wastegate spring...

take the vacuume line and run it straight to the wastegate.. and see what ## base boost level is... if it's 16psi.. AVC-R can't help u there...
