Problems w/ timing belt!

I'm having a hard time keeping the exhaust cam sprocket lined up....whats the secret of making that sprocket not move?!?!
it's moving counterclockwise on me.....while the intake sets where it should.

line then up then clip the T-belt to the cam gear ( clip with squeze clamps or somthing simular )

of course after I make a theard I go back out and try it for the 8th time..and I do it right..blah..thanks tho.
