Problem with Timing Marks (sigh...)

First off, i appreciate any of those whom help with their suggestions...thanks for reading!

The Problem:

Im putting on my timing belt after getting my 7 bolt head back from the machine shop (due to bent valves). So i checked all my timing marks and everything seems to be legit. So i rotated the motor w/out the rockers installed and the pistons/cranks moves perfectly normal. I put the rockers in (after checking that my marks lined up after my 6th revolution....which they did) and it turned 1/8 of a turn and wouldnt turn at all. I started to get nervous and so i pull the rockers out and this is where im at. Here are some pics of the timing marks that i am currently at.

do you have the plugs in? if they are, take them out so you dont have to fight the compression of each cylinder.

its harder to turn when you put your rockers cause when it spins, the valve springs will have tension so its kind of a little harder to turn.
 
i had the plugs out already....ok so here's an update. I took off the timing belt and redid the timing and turns out being the oil pump was out of phase. It turns better now but car still doesn start. The starter worked before and now i cant hear it??
 
Ok so now heres a 2nd update...the plug on the solenoid somehow got disconnected and now it starts but it runs like shit....i think i might have positioned the balance shaft wrong maybe??? it vibrates alot and then dies....could the balance shaft do that?? Could the balance shaft be backwards even though the timing mark lines up???
 
ok i checked through everything, fuel is present, timing still on point, but now no spark??? wtf.... could the ignition control module take a dump after a few starts??? Possible bad cam angle sensor??? Suggestions please!!
 
update: so i did a compression test today since i started the car and it ran for 2 seconds and then died AGAIN. cylinder #1 160, cylinder #2 150, Cylinder #3 0, Cylinder #4 unknown (due to not checking). I look at the bottom of the cylinder and i see metal pieces on top of the piston. Turns out being that the valve guide got shredded to pieces aparaently and probably bent the valves. I gotta go chew out the Machine Shop tommorow....oooooo im so mad!!!!
