power steering pump pulley tight after replacement of seals

I just replaced the seals on my power steering pump. when I put it back together i noticed the pulley was tight as hell. I followed the rebuild instructions to the letter. anybody have any ideas as to why the pulley is so tight? I noted that the pump cover bolts are only supposed to be 13 ft lbs.

i got the solution. It turns out I installed the flow control valve incorrectly. Once I got that installed right the pulley was not tight anymore after I bolted the cover on.
 
this is a late reply but I dont think the kit I used would work since I have the 89 power steering pump
