Power Steering pulley not turning freely??

So I'm trying to change my power steering & alternator belt. The pulley is not turning at all. It should turn freely, right? Also how am I supposed to change it when the motor mount's in the way? Don't tell me I have to hold up the right side of the engine & take the motor mount out just to change the belt..I looked in the manual but it was too vague.

You just have to work around the motor mount and maybe go up from the bottom side and not work from the top. I've done it 6-7 times and it takes me about 25 minutes from pulling into the garage to pulling out.

Did you guys ever figure out why the power steering pump doesn’t spin? My new pump I ordered from Rockauto doesn’t budge a at all like it’s stuck.
