I have a 99 Eclipse GS, and when I turn the wheel slightly from left to right it screeches. I had a friend turn the wheel while I look under the hood and I see that the power steering pump pulley seizes when the wheel is turning and when is center again, it spins. What does this mean? Pump is bad? or belt not tentioned right? Belt is new.
 
Could simply need fluid. Have you checked fluid? After making sure fluid is full the next thing would be to check belt tension, then try a new belt (or scuff the old one with something like Ajax powder).
 
You mean the pulley itself is moving side to side, or i mean up and down? Take off the belt and try to wiggle the pulley up and down or front to back, Either way if its moving,its probably bad. Any movement other the the rotational movement is bad. It shouldnt be hard to switch out. good luck!
 
The fluid is good, theres no movement. the pulley actually stops moving when my friend is turning the wheel then starts to spin when the wheel is straight. Belt is brand new.

Youll be surprised, its pretty easy to replace. 3 bolts and the hoses clamped on. i use to take it off all the time in like the matter of minutes cause my thermostat housing behind it kept cracking.

If I replace it, is it just a swap out and done, or do i have to bleed a bunch of stuff or what not?
 
I'm pretty sure the belt is just loose. The pulley stops moving because there is not enough friction between the belt and the pulley to spin it so the belt is just sliding over the pulley. Remember, the pulley doesn't spin by itself, the belts spins it so if the belt isnt grabbing it, the pulley will stop. It spins fine when the wheel is straight because there isn't much load on the pump so there is just enough friction for the belt to grab, but once you put the pump under load the friction is overcome and it slips.

Tighten it up and I bet your problem is solved...
 
what you said made perfect sense, i go out there to tighten it and the tensioner bolt didnt really wanna move but i felt a little slack in the belt, and i went to tighten it, and the bolt snapped. Soooooo yeah, s i took the belt off and the tension pulley assemply ( was awful to get out ) and i my bolt and the par it threads through was super rusty and it wouldnt tension pass a certain point so now i gotta probably buy the whole assembly, probably cant get individual parts
