Hey,
well my car has:
ACT 2100, stock IC, 14b@18psi, 3"turbo-back, intake pipe, fuel pump, AFPR, boost/egt gauge.

I want to make the most out of the car before going crazy with a turbo and such, i am planning to put in a microtech stand alone system(cheaper than a turbo) and fine tune the car.

Is the power really in tuning?
or should i bolt on a huge turbo, huge front mount etc etc
 
To better put it the power is in tuning, but tuning a big turbo. You could tune the hell out of a 14b, but there is an upper limit. The upper limit on a bigger turbo is much better. Max tuning on a 14b could equal to mild tuning on a bigger turbo.
 
You should always do your absolute best to optimize your setup. However, any setup can only do so much, no matter how much you optimize it.

If you're going to get a standalone, get it before you go with a huge setup so you can get used to it and the way the car reacts.

With the SMIC, you will probably want to turn the boost down to 16 psi or lower.
