Now I understand that with regrinds you have to put the shims under the lifters to take up the difference from the regrinding. I got all new parts for my head and nothing got machined yet. It I give the machinist the regrinds when he does the head, would I still have to use shims? Could he cut the valves less for the cams?

Maybe this doesn't make sense but it is hard to explain.

i think i understand what you are trying to say. i do not believe that you can get the valves cut down in order not to use the shims. plus, cheaper and easier just to use them

do you mean extend the tip height? that may help to a point, but keep in mind that will also change spring installed height also.
it will also change some of how the follower opens and closes to the valve beacuse of the when the lobe contacts the follower

Extending the tip height would change the geometry of how the rocker presses on it. It might put excessive pressure on the edge of the valve tip. might make it chip off peices in your head.
I have some valves at home that had 292 cams on it and some of them chipped off the edge of the tip.
The shims should be fine because your lifters are always pushing down on them.
