PLEASE someone help me!!!! unsolveable problem

OK, i decided to slap a new turbo on this weekend (big 16g evo 3) & fix my messed up downpipe and fix all my leaky couplers on my IC piping , started saturday morning, finished up early sunday, took my time to not cut corners and do everything correct.

Start the car up and finally my car is idling perfect, no jumping from 1000 to 1400 like usual no strange noises, no crazy air fuel ratios as it has been doing so im like :hellyeah:, go for a test drive and i CANNOT get boost, nothing, car cant get out of its own way!!!!! the highest i got it to go was 1 PSI, Mostly it just went to zero on my boost gauge @ WOT!!!! before swapping turbos the car ran great mostly except crazy idle, i could boost up to 18 with my BC...only drove it at 15 though.

After i got home i pull the air intake, check the wheel, it spins freely...
Check the wastegate arm, pin still in & it looks good...
Check all hoses, couplers, clamps, IC pipings, everything looks good...
Take out cotter pin from WG, remove arm, manually open flapper make sure it isnt stuck open, even slammed it back closed firmly to make sure its closing correctly listening for clank sound, that was good...
Hooked compressor up to wastegate, wastegate opened and then closed when air source was removed.

Go on another test drive, same thing, no boost!!!! this time i got it to hit [email protected] can hear the turbo spinning/ making spooling whining jet type noise (normal turbo sound) but no boost, car barely goes anywhere!

So then i decide to do boost leak test, 1st test: car hits 3 PSI... fix minor coupler leak on IC pipe, retest: car hits 4PSI, LOUD hissing coming from BOV, fix that... retest: 5PSI, new hissing that wasnt there before from j-pipe, fix that with thin layer of j-b weld quick set, retest: hits 7 PSI before jb layer blows pinhole starts hissing and air declines... so im done for the night. will get back on it tomorrow but i NEED my car now that the week has started and im really worried why its acting like this.

right before i put the new turbo on i did a leak test and i only hit 8 PSI,...BUT, the car ran fine... not perfect but at least it boosted, the j pipe leaked way worse with the old turbo because the moron who had the car before me stripped the j-pipe bolt threads in the left hole of the turbo housing (one of the reasons for changing turbos out).

does anyone know whats happening here?!?!?! will the car boost right once i fix the boost leaks? can a small pinhole really make the turbo not go passed 3PSI??? also how come the car ran better with the old turbo and the same amount of boost leaks?

can someone please help me? any questions you need to help diagnose just ask..... id be greatful!!!
