no, you need to remove the tensioner. Unless you want to cut it? But I wouldn't do they. Read your manual you bought from autozone when you bought your car (you did get one right?) or go to vfaq.com and poke around there a little bit.
 
So what are you trying to do here? Are you trying to install evo III cams? and do it with the timing belt on? If so, then yes its possible.
