another random thing off my car and cant figure out what it is...has two vacuum lines comming off it, some kind of small solenoid with a two prong connecter and the bracket has 4 notches that look like spark plug wires should be held with
 
Is it bad? Do you have a picture or at least tell us where it is located? What does it do? This has got to be the world's most vague post. We can't help you if you don't help us by providing all of the required information.
 
BCS i believe "Boost Control Solenoid", i looked for ya on my car, and all i remember was k5t4 ____...

*edit* - Nevermind, BCS is K5T49588, i got 4 of them right, sorry that i wasnt any help, i looked all over on my car and couldnt find anything (well i shouldn't say on the car, but more so laying on the ground on parts haha) get a picture and we can help.
 
ok i appreciate it guys, ive found what it is...

now i have another eclipse that was rebuilt by someone else...they did a bad job btw...anyway its missing that whole piece all together, the car runs like piss...what exactly is that for?

You need that piece right there. I'm not 100% on the name but it does help control fuel pressure. I know when that vacuum line popped off of my intake manifold my car would never run right. I would see if you can't find a junkyard or even take the picture to a Mitsu. dealer and ask them. They might know.

FPS = Fuel Pressure Solenoid

It's job is to block off the intake pressure to maintain contant pressure to the FPR (Fuel Pressure Regulator) which prevents fuel evaporation in the fuel rail during a hot start. The only ill effects of not having the vacuum lines hooked up are more cranking and a little stumpling during a hot start, you'll also throw a CEL if it's not pluged in.

Can it affect how the engine runs...can it make the engine stumble under low throttle?

Also when the car gets boost and you let off, if you put it into gear the car will try to stall, like it would if you werent recirculating the bov...however it is. Now could that be a sign that the MAS could be dying?

No, like I said before, it will only effect your ability to start the car while the engine is hot.

Now could that be a sign that the MAS could be dying?
Yes but unlikely. I would start checking all the basics.

1. Plug/gap and wires.

2. Fuel filter.

3. Clean the air filter.

4. Fuel pressure, if you have an aftermarket pump, you are most likely overrunning the fpr.

5. Vacuum/boost leaks, pressurize the intake and fix all leaks.
