Paint question. NEED HELP!!!

so whoever owned my car before me did a pretty bad paint job on it, it had quite a few runs in it so the other day i took 1500 Grit sandpaper and sanded some of the biggest runs out of an area. the runs were gone but the paint looked flat and dull there. We cleaned it off then sprayed some clear coat from a spray can (Rust Oleum, which has worked well for other painting things Ive done with it) but it had a bad reaction so we had to sand that off then. again im left with a large spot of dull, flat looking paint. i don't know if i broke through the clear coat altogether or not, but anyone with ANY advice on what i should do i would greatly appreciate it!!!

all that was needed was a good buff if you didn't sand through the clear, then polish and it would have looked as good as new
