oxygen sensor heater/EGR DTC incomplete?

My tags are expired and I need to get all the OBDII codes to pass to get through emissions in Pheonix, AZ. I got everything to pass two years ago with a rebuilt 95 computer and DSMlink. But this time it's not working :cry: After 5 days of driving the OBD test for the oxygen sensor heater and the EGR valve won't go from incomplete to complete. I'm gonna pull the EGR valve and test it to see if its good tomorow. I used the dealer maint manual to check the EGR solinoid and it passed fine except the resistance was 70 Ohms and the manual says 36 - 44Ohms. Should I go buy a new oxygen sensor and also is there anything else related to the EGR valve that I need to check? How does the car check to see if the EGR valve is working. Can I use DSMlink to monitor something while applying vac to the EGR valve?
 
The car checks the EGR using the MAP sensor, it does this while you are driving under normal operating conditions (not at idle, when cold, or WOT). It will momentarily open the EGR and looks for a variation in the pressure changes. If the pressure changes, its working, if not, the valve is bad and it will throw the CEL.

If you want to test the EGR valve quickly you can connect a hand vacuum pump to the EGR. Start the car. Pull 8 in. Hg vacuum from the valve, the car should stumble or stall.

It sounds as though the car still hasn't run the tests, being that they are incomplete rather than failed. Besides that, you did not mention a CEL being on indicating that there is even a problem with either of these systems... I do not have the information that tells us how long it could take for these tests to run, but I can tell you that these tests are run under normal cruising conditions.
 
Well I pulled the EGR valve and it is working fine. I went to the emissions place and ran the car through. I just wanted to get the failure report so I could take it to the dealer and see if they could force the coded to complete. To my amazement the test showed The EGR and oxygen sensor test incomplete but they still passed me :D I guess you are allowed two incomplete tests and still pass!
