One fan does not run

My car has the stock 2g radiator fans in it. The one near the intake runs most all of the time, but never since I have owned the car have I ever seen the one in front of the turbo and exhaust run. I ran across town today and when I got home, I opened the hood and it was so hot in that spot it had to of burned off some eyebrows. The car runs at normal operating temp and I've never had any problems with it overheating, it just seems like the fan should be running to help push some of that heat away.

Any thoughts?
