Okay I just got this car running a few weeks ago and just started tuning it now after a drive I was letting it idle and temp went up to 219* I have a single SPAL fan wired into the stock connector and it wasn't turning on.

I checked all the fuses and they appear good. But here is what I found. I don't know if it is related or not.

Check the Fan Fuse, It is located at the battery side, it's under the RAD FAN, it's a 30amp fuse, Check your First pic, it's the second from the left to the right, in the little fuse box at the battery terminal.

Check that you have power there and report back the results.
 
Okay. Got some time to look at this some more. There is this black connector off the harness and this short harness that connects to it.

Is that how it is stock?

Also the "little harness" has 4 wires coming off. The first two (black and blue) go to the white connector for the fan.
There are two more wires (green and black) that have little white connector on the end that wasn't plugged into anything. What is that?

The 4-pin connector in your first picture is normal.

Green and black wires are for the thermosensor (bottom of the radiator) which, when it reaches the appropriate temp, allows the fan relay to switch on and the fan motor to run. Can't say I'm positive on how that should be wired except to say that the "small" harness you have there is obviously not original.
 
So, someone has wired up the fan without the thermosensor as 19Eclipse90 said. Which means the fan is never going to come on until you either find a stock fan wiring harness that will plug from the hacked connector in your 2nd pic to the thermosensor, or you bypass the thermosensor by jumpering the 2 unused wires together (green and black) on the connector shown. Jumpering the wires will however cause the fan to run continuously any time the key is in the ON position.

I would suggest checking a salvage yard for a harness from a stock fan to make things work as designed.
 
You can pull the Fan relay out, use a wire to jump the fan by going from your battery 12v to one of the pins where the relay goes. I can't recall which pin it is, but you should be able to make the fan come on and run constantly. This way you can make sure that they come on at least.

Other than that, check fuses, check voltage, and check your sensors. You have the sensor at the bottom of the radiator, as well as the sensor in the thermostat housing.

Sometimes the wires going to the sensors to the thermostat housing become brittle and lose connection to the connector that attaches to the sensor. I had to redo one of mine because of this. One is for the ECU to read the temp and the other is for the gauge. I'm not sure if you are using a stock ecu or if you have any data loging software.

Also, maybe try checking codes to see if the ECU throws any that may help you out.
 
I did all of that minus the checking the voltage. ECU is getting correct temp, gauge is working, relays/fuses good, Thermosensor is bypassed.

It's just not getting power.

Anyone know of a good place to attach a power wire for the fans so they just come on/off with the key?
