Odd SAFC readings and no readings? WTF

I hate stupid 90's...I will never build another one, thats for sure...

Ok here's the current issue:

--- Still haven't fired the car up yet, so while I was finishing it up I switched the pins on the ecu harness for a '91 ecu and I swapped in my eprom...Then I proceeded to CORRECTLY install the SAFC harness

I can promise and assure you all that the SAFC is wired in correctly, I wired it according to the Vfaq and Apexi diagram, I double-tripple checked everything...

Ok, so for my initial test, I hook up the battery and the SAFC starts up as well as the rest of the electronics...It is already set for Karmann and 4 cylinders, and with the car off it was resting at 3hz airflow like it should...

To test the throttle, I tapped the pedal but there were no readings on the SAFC...0% throtte! Even when my foot was all the way on the gas (?)

If that wasn't weird enough, all of a sudden I started getting insane airflow readings, with it jumping around from 300-800hz....This, let me add again, is with the car OFF!!!!

So tell me folks, WTF is going on? How come I am getting funky airflow readings, well how am I getting readings at all?

I refuse to finish the rest of the car and try starting it up like this, please help me out guys!

Check the voltage independently on the TPS line you tapped into. At WOT it should read near 5V and at rest should read near 0V. The SAFC just converts this linear voltage to TPS position into a TPS%, so if you have a bad connection (or a wrong connection) to begin with, then it's not the SAFC. Also make sure all your connections are soldered and protected (shrink wrap or electrical tape).

Note that I had a SAFC on my 1990 with a 1990 ECU and 1991 ECU with EPROM and never had an issue with it following RREs VFAQ instructions and the ECU Pinout on VFAQ.com :dsm:
 
I understand that, and I know that there is no issue there with the different ecu's...

I have checked and doubled checked that it is tapped correctly and is making a good connection, this I can promise....I can't test the voltage at WOT b/c the car is not running yet and I don't know what to say

My biggest issue however is that is throwing around crazy airflow readings for Karman even when the car is not on....Does anybody know what that might mean?

Ok, I just read the vfaq on checking the TPS voltage..

Do you think my problem lies with the actual TPS or with my connection on the ecu harness, the TPS line you were referring to?

I will do the resistance check on the TPS, but I am kinda confused on the process you were describing...

Basically, should I hook up the battery and place the multimeter to the wire on the ecu harness and see if it is 0.00v at closed throttle, then open the throttle and see if the voltage changes? Does the key need to be turned to power to check this?

Also if this does/or does not change anything, what does each case conclude about the problem?
