1G O2 sensor unplugged engine runs but no CEL?

So I'm trying to nail down why my 1gb won't idle anywhere below 1500rpm. I recently bought a remanufactured ecm and was unplugging different parts (not with the engine running) related to idling to see how it ran without say the isc motor. when I got to the o2 sensor nothing changed plugged in or not and no check engine light and it's a new o2 sensor. The CEL should have come on since the engine was at operating temp and the o2 sensor unplugged right? Could this mean that the ecm is possibly bad or something else?

You might have to drive it a little to get the cel to trigger
