Not holding boost!

I got my Big 16g installed and it would boost up to 15psi, but it would not hold it to redline. I have a ported 02 housing, 3" turbo back exhaust.Ported 2gen exhaust manifold. All these things was put on at the same time w/new 7cm gaskets, washer.The tech installed my original J-pipe w/the little reducer on the turbo, but I took it off and get it back on, it's a pita to put on, so I left it off and just installed the snorkel w/o it it fits better over the intake of the turbo. What could be my problem? Also where can you get that recirculating hose from, the one going back to the b.o.v. ?
