Non EPROM ECU - Socketed?

Why is it that some folks offer socketing service for our ECU's? Does that mean that even if I have a non-eprom ECU it can be modified to have a socket in which I can put in a DSMLINK EProm?
 
You can't socket a non-eprom ecu. If you have no eprom chip then there would be no place to put the socket.
 
Is a 95 (Socketed ECU with DSM Chips EPROM in IT) in anyway compatible with a 1990? No "hack" available to make it work?
