No radiator fans

The car is my sisters newly purchased '93 laser 1.8.
At first she thought there was a coolant leak. I drove it, never saw the fans turn on. I'm thinking fan thermostat. What tests can I run? and where is the sensor located?
Also, can you recommend something to run through a radiator to clean it out? what works best?

There is a thermoswitch in the bottom of the radiator by the lower hose fitting that grounds the fan when the coolant temp reaches the set point. For testing you can remove the connector and short the two pins causing the fan to run all the time. If it doesn't than you have a different problem.

Well, let's see.
Today we bought a new thermo, coolant temp sensor, and various other tune up pieces.. So we'll get those popped in tomorrow and tell you how it is.
