So i'm trying to help my friend get his 97 eagle talon running. Its suffering from no spark or injector pulse. All fuses tested good. So far i have found that the coil is not getting a constant power source to the middle pin. I checked pin one on the cam angle sensor and it is not receiving the 8volt constant power source either. So i tapped into pin 44 on the ecu that powers the cas, cps, and vss about an inch away from the ecu and it is not putting out 8 volts like it should. Also while cranking the coil doesn't get power either. So i jumped the pin on the asd relay, and when jumped the coil gets power but still does not fire.
Now the previous owner replaced the ecu to try and fix the problem but it didnt fix anything. I believe the ecu is fine. I say this because when you first turn the car on, the check engine light comes on for a few seconds then turns off. I will note that while pin 44 does not put out the 8volts like it should, it does put out about 0.25 volts. Also it doesn't seem like the ecu is sending the ground signal to the asd relay either, since the only way the coil will get power is if i jump the terminals.
So my question is does it sound like the ecu may possibly be bad? Or could i have a short somewhere in the wiring that relates to the pin 44 that powers the cas, cps and vss?

I figured by now you would of took it to an auto electrician.
