1G No Power to CAS

So I have no power to my CAS on my 1990 Laser RS. The car has no spark and doesn't run. All other ignition parts (coils, igniter, wires, and plugs) check out fine. I have also checked the MPI relay and it works as it should. How do I go about testing the ECU?

Sorry if this is dumb but electrical stuff is the bane of my existence. Any help would be greatly appreciated. Thank you.
 
Take ECU out and open up and inspect. Of you smell like burnt or see anything leaking it's got issues. Or take out and send to ECMTuning to look at and fix. I would say it's the ECU or really really bad ground. Maybe source another ECU. Will the car even turn over/crank?
