no power going to c.c. socket

I just started driving my car again, 91 eclipse GSX, and when i went to go put the phone charger for my phone in the cig. socket, i realized that it wasn't charging, as the battery on the phone died a lot unless i charged it at home. So, i plugged my friends radar into the socket, and nothing happened when i turned on the car, like nothing period, I know all the lights in the center console work, and everything else works, is this wiring, or do i need a new cig. socket? Or, could it be the battery?, cause my car has been a little bit of a hardstarter lately.

forget it, i did a voltage test, its the socket itself OMG and im just gonna get a new one that i can put under the dash so my radar cord wont have to stretch from the socket to the windshield.
