no boost under load

ok 96 tsi awd. 100% stock minus hard intake pipe. 146,000 miles original everything, runs great except scattered boost. i did a boost leak test on it.. felt air coming out of the AIC sensor so i replaced the O ring seemed to solve that leak. never heard anymore after that. when the car is in park/neutral. it will spool up fine for the most part. small sputter. but when car is under load i can rarely get consistant power. never a spike just often wont hold boost and wont accelerate unless its about a quarter throttle then it relatively pulls but nothing more than normal acceleration. nearly every sensor+bov(oe) is new. do have a about a 1 inch crack in exhaust mani. jb weld for a very temporary fix. car is not a dd and waiting for new FP manifold.. appriciate all feed back. new to turbo cars.

check and see if the wastegate is stayin open..

how do you do that? if it is do i replace it or like there a way to fix it
