no boost sounds wierd

When the car gets to about 4k it sounds like its shreading paper and it falls back into vacume -15. It also does this when it does not see boost keeping it at or below zero. Its a stock 92 awd and no boost leaks that I could find.
 
Sounds like you might have a blown turbo, have you taken your intake off and inspected the compressor blades?

Ok I think you may be right it did break the timing belt and 8 exhust valves so maybe they took out the hot side wheel ill check it tomorrow when its back here. The intake side was looking good but I didnt feel for play.
