Nightmare Injector Issues

Currently my car will not start. It will crank strong but won't kick over,

so far i've;
1. checked the cam and crank timing, the motor is set dead on at TDC.
2. I verified that I am getting spark
3. I've tested the CAS and it seems fine
4. I'm getting fuel pressure at the rail
5. Swapped out the stock fuel pump with a 255 to properly feed the pte1000's
6. Swapped the stock injectors back in to make sure it wasn't the aftermarket ones.

With this I drew the conclusion that my injectors aren't firing properly. I got out my meter and started checking voltages and found that at the connector both of the two wires are showing 12v. shouldn't one of them be a ground? and furthermore when I crank it, the voltage at the connector doesnt pulse, it just drops a few volts and stays there till I stop cranking.
One more very strange thing that happened was that when I was testing, I tried to crank with injectors 1 and 3 unplugged, and it actually tried to start but didn't :hmm:

What do you guys think?

check the mpi fuse.
The MPI fuse is good, I've checked all fuses under the hood, in the car, and connected to the batery, and everything in regards to the ecu is working fine. I'm just at a loss as far as where to go from here..:confused:
 
Is your CEL lit up? Check the voltage on the ECU.
Here's a pin-out of the ECU, to find your injectors

Injectors get power from the MPI relay (pin 102), so make sure that it's being turned on.

So are you positive that injectors 1 and 3 are faulty, and the others aren't?

Theres no permanent CEL on that I recall, I'm able to talk to the ecu with ecmlink V3 with no problems. If there was was no power at pin 102, would I still be showing 12volts across each wire at the connector? All 4 connectors are showing approx the same readings, I think that might have just been a fluke that it tried to kick over when they were unplugged. I will double check the voltage at that pin asap
 
Update:
The issue was a bad CAS. Replaced it, and the car started right up
